Armadillo is not a standard Audacity requirement.
As I indicated I am not an expert in this, but I am guessing you need to declare
the dependency on armadillo in ChangeTempo.cpp and ChangeTempo.h and
probably add armadillo to configure.ac so you can build Audacity against it.
I may be misleading you, so you should seek help from someone who really
knows. Perhaps try StackExchange or

g++ TSM_CODE_V3.cpp -larmadillo -lsndfile -o TSM
TSM_CODE_V3 is the name of my .cpp code ,TSM is the name of the executable
file .
