[Audacity-devel] Documentation for adding a plugin to releases

If you don't add your new plugin to
* win/Projects/Audacity/Audacity.vcxproj
* win/Projects/Audacity/Audacity.vcxproj.filters
then fairly obviously it won't get into the Windows build. I can add
it for Windows shortly if no-one else beats me to it.

Rather harsh Gale. It obviously wasn't obvious to me, which is why I
asked.

We regularly have issues like this when a new plugin is added so it is
hardly unknown.

I suggest it would be an idea to document adding plugins somewhere in
the Developers' Wiki. I "think" on Linux the plugin should be added to
Makefile.am (and then regenerate and commit Makefile.in) but sometimes
we add to src/Makefile.am, it seems. Which is correct practice?
